Since July 2007, Mr. Dion has been the architect of the NCSE’s Campus to Careers Program building upon past experience working for the Environmental Careers Organization (ECO) of Boston, MA, and combining the best practices of that organization into the structure, mission and operational culture of the NCSE.

From March 2006 to its closing in June 2007, he was ECO's Director of Human Resources and Administration with a matrix responsibility for Finance and Accounting. Key accomplishments in this role included organizational re-design, culture definition, establishment of open accountability, and enhancement of operational best practices using Six Sigma, TOC, and other change management tools. 

From 2001 to 2005, Mr. Dion directed Human Resources, Administration, and Program Design for Resource Strategies, Inc. of Warwick, RI, a full service staffing company which provides custom administrative support to area colleges and universities as well as private service and manufacturing industries. 

From 1999 to 2001, he was Eastern Regional Director of Human Resources and Recruiting for Whittman-Hart Corporation of Chicago, IL, a 4,000 employee computer consulting and software design firm. Duties in this role included managing HR and Recruiting for 5 of the firms 22 branches, supporting 520 existing employees and directing implementation of a 460-person hiring plan.

Prior experience includes startup and management as Director of Operations for a regional computer consulting and contracting firm for 5 years, and startup and management as a principal and Operations Director of a regional computer technology, engineering services, and administrative support consulting and contracting firm for 4 years.

Mr. Dion was awarded a Master of Business Administration degree from the University of Massachusetts at Amherst and is a summa cum laude graduate, B.S. Business Administration, of Emmanuel College. Boston, MA. He has taken additional graduate courses in organizational development, change management, and operational management at Harvard University in Cambridge, MA.

Certifications include “Senior Professional in Human Resources" (SPHR) awarded by the Society for Human Resource Management, and “Certified Personnel Consultant” (CPC) awarded by The National Association of Personnel Services. He has completed "Black Belt" and "Green Belt" certifications in Six Sigma change management methodology.
