CONTENTS

Summary

This is a select chronology of, and a finding guide for information on, congressional and presidential actions and documents related to major budget events in calendar year 2000, covering the FY2001 budget (October 1, 2000--September 30, 2001). Brief information is provided which identifies the President's budget actions, congressional budget resolutions, appropriations measures (regular, continuing, supplementals, and rescissions), budget reconciliation, House and Senate votes, publications, testimony, charts, and tables.

Examples of Internet connections to full-text material found in this report include CRS products, when they become available, on the budget process, reconciliation, and each of the 13 appropriation bills, pie charts such as "The Federal Dollar--Where the Money Comes From and Where it Goes," Congressional Budget Office (CBO) publications including the Economic and Budget Outlook: Fiscal Years 2001-2010, and General Accounting Office (GAO) reports such as Federal Debt: Answers to Frequently Asked Questions.

Status

The federal budget cycle for fiscal year 2001 began in July 1999 when the Office of Management and Budget issued Circular No. A11 to the heads of all executive departments and establishments, giving instructions on preparing FY2001 budget requests. After review, analysis, and negotiation of these budget requests, the President's budget is prepared and submitted to Congress. (See CRS Report 98-721 (pdf), Introduction to the Federal Budget Process, for information on the congressional budget process timetable). 01/26/00 -- CBO releases The Budget and Economic Outlook: Fiscal Years 2001-2010. Total federal revenues exceeded spending by $124 billion in fiscal year 1999, producing a surplus in the total budget for the second consecutive year. CBO estimates that without legislative changes, that surplus will rise to $176 billion in 2000. 02/3/00 -- OMB issues a letter to the chairmen and ranking members of both House and Senate Committees on Appropriations and on the Budget, as well as the Director of the CBO and the Comptroller General of the United States, on the significant presentation and technical changes in the FY2001 Budget. Included in the FY2001 Budget is a Report on the Government-wide Rescissions in the Consolidated Appropriations Act, P.L. 106-113.
