ABSTRACT:
During the second Earth Summit in New York, governments were told that attempts to force an international convention on forests are misguided and could result in a weak compromise that would do more harm than good. The warning came from environmental groups and nations such as India, Brazil, and the US on the grounds that forests are a matter of national sovereignty. Most environmentalists are also against another convention because they believe that it would undermine other international agreements that cover forests. The convention, pushed by the European Union, Canada, Malaysia and some environmentalists, would address the issue of uncontrolled logging. Some explanations from the opposition, state that it would be much more effective to concentrate on strengthening existing agreements; that it is essential first to improve the bargaining power of local people and national governments; and that real progress can be made on protecting forests without the bureaucracy of another convention.
